Multi-Campus ISIR Matching, Packaging, and Pell Awarding

Regulatory US 26.7.0 allows campuses within the same institution to independently process financial aid using ISIRs that contain their school code (OPEID), even when the student is active at another campus. A single ISIR can now be matched to multiple campuses, enabling each campus to manage awarding and packaging using its own ISIR association while maintaining a shared student record and ISIR transaction. ’To use this functionality, a setting must be enabled. The new setting is "Multiple OPEID Auto Awarding" under Settings > System > General (registry key = ISIRAutoMatchandAwardingMultipleOPEID). The setting has a default value of 0 (disabled) and is enabled with a value of 1.

This new functionality is to be used in conjunction with Awarding;refer to Pell Awarding and Auto Awarding Using Multiple OPEIDs.

Campus-Specific ISIR Matching

  • ISIRs are imported once and matched separately to each ISIR School Code and E-Codes listed on the transaction.

  • The system creates a campus-specific ISIR association for each eligible campus while maintaining links to the shared student record and ISIR transaction.

  • Re-imported ISIRs update existing campus associations rather than preventing the import of the record.

Campus-Based Packaging and Awarding

  • Packaging and awarding processes use the ISIR associated with the user's campus instead of the student's master campus.

  • Campuses can independently create and manage financial aid awards.

  • Multiple Pell awards for the same student and award year are supported when tied to different campus School Code.

  • Cross-campus Pell validations no longer block awarding even when the campuses have the same or different School Codes.

Verification and Document Sharing

  • Verification status is maintained at the ISIR transaction level and shared across all campuses.

  • Verification documents are shared across campuses and are not duplicated.

User Interface and Security

  • ISIR and Award screens display the associated ISIR ID and School Code.

  • Users can filter ISIR records by school code.

  • Campus-based security restricts access to ISIR records associated with the user's OPEID.

  • Shared artifacts remain visible across campuses while preserving campus context.

Pell Awarding and Auto Awarding Using Multiple OPEIDs

Regulatory US 26.7.0 introduces a new system setting (registry key) to support Pell Grant awarding for students associated with multiple school codes. When enabled, the system can create and manage multiple Pell IDs for the same student, award year, and transaction—allowing packaging awards with the same Fund Source (Name and Code) across multiple campuses in:

  • ISIR Auto-Matching

  • Auto Packaging / Repackaging

  • Multi-campus environments with distinct School Code

The new setting is Multiple OPEID Auto AwardingClosed When this setting is enabled, the system can create and maintain multiple Pell IDs for the same student, award year, and transaction, allowing Pell awards to be packaged across multiple campuses associated with different school codes. ISIR auto-matching and Pell award processing can occur across eligible campuses without requiring manual intervention. Auto Packaging / Repackaging jobs will: • Award Pell independently per campus • Evaluate eligibility using the NSLDS Annual Pell Limit and Pell Lifetime Eligibility Used (LEU%) • Do not rely on awards from other campuses with different Attending Pell IDs • Bypass exceptions AUTOPACK0035 and AUTOREPACK0041 during packaging when campuses have different OPEIDs. (This does NOT apply when the student is awarded Pell within the same institution, or across campuses that share the same OPEID. In these cases, system validations remain enforced, and exceptions (AUTOPACK0035 / AUTOREPACK0041) are not bypassed.) By default, this setting is disabled. under Settings > System > General (registry key = ISIRAutoMatchandAwardingMultipleOPEID). It has a default value of 0 (disabled) and is enabled with a value of 1.

The Multiple OPEID Auto Awarding functionality requires:

  • Configuring Allow Dup SSNsClosed Specifies how you want Anthology Student to handle the same Social Security Numbers (SSNs). If you select No Duplicates in Database, there cannot be more than one Student Profile with an SSN. If you select No Duplicates in Campus, there can be more than one Student Profile with an SSN in the database, but only one for a campus. If you select Yes, you can create more than one Student Profile with the same SSN in the database, and there can be more than one for a campus. to "No Duplicates in Database" in Settings > System > General.
  • Matching the student's ISIR to the respective enrolled campus School Code.

When Multiple OPEID Auto Awarding is ON:

  • The system:

    • Creates multiple Pell IDs for the same student, award year, and transaction ID when multiple school codes are present on the ISIR

    • Supports auto-matching of ISIRs to multiple campuses

    • Enables Pell awarding across campuses tied to different School Codes/Attending Pell ID

    • Maintains independent eligibility evaluation per campus

    • Prevents cross-campus award interference

    • Ensures compliance with federal Pell limits

  • Auto Packaging/Repackaging jobs:

    • Award Pell independently per campus

    • Evaluate eligibility using the NSLDS Annual Pell Limit and Pell Lifetime Eligibility Used (LEU%)

    • Do not rely on awards from other campuses with different Attending Pell IDs

    • Bypass exceptions AUTOPACK0035 and AUTOREPACK0041 during packaging when campuses have different PELL ID. (This does NOT apply when the student is awarded Pell within the same institution. In these cases, system validations remain enforced, and exceptions (AUTOPACK0035 / AUTOREPACK0041) are not bypassed.)

Best Practice:

When Multiple OPEID Auto Awarding is OFF, the best practice is to use the same Pell Grant Fund Source (same Name and Code) so that the AUTOPACK0035 and AUTOREPACK0041 exceptions will block Pell awards.

If a different Pell Grant Fund Source (same Name with different Code) is used per campus, Pell will be awarded across multiple campuses.

When using Packaging or Repackaging for manual packaging, Pell grants will be awarded regardless of the Multiple OPEID Auto Awarding setting. The only requirement is that the ISIR matches the School Code of the campus in which the student is enrolled.

Regulatory US 26.7.0 introduces a permission for Federal Tax Information (FTI) in the ISIR Viewer to address stricter access management of sensitive FTI data.

  • The new NSA label is: Financial Aid - ISIR – RestrictFTIView.
  • Users with the restriction cannot view or print the FTI section in the ISIR Viewer.
  • Users without the restriction retain full access to the ISIR data, including FTI.
  • The ISIR Viewer Print pop‑up defaults "Print Signature Page" and "Print FTI" to No.
  • The "Print FTI" option is hidden for unauthorized users.
